The Legal departments of Talon City have offices scattered across all of the neighborhoods in the large sprawling area, but they center at the main building, and all of the records, archives, and redundant paperwork are stored here.

It's been said that the legal archives is one of those 'don't go there unless you know what you're looking for' locales. Situated not within, but rather below the southern tower structure at the facility, nestled in the midst of the maintenance tunnels and power supplies and reached only by specific appointment with the elevator. To say that the records rooms are 'secure' is underestimating just how secure that means. The walls are incredibly thick and durable, the entire area's power supply is separate from the main building's, and it has redundant security features that no one but those involved in securing it are allowed to use. Yes that means Alabaster, and yes that also means you do not want to get in there in the wrong way.

However there are available all of the records from the last 120 years, legal, civic, permits, marriage, death, all of it held here. And if you have a legal right to that one document about your family's inheritance, you can be escorted to it, make a legal copy of it - notarized of course, and escorted out without issue.

Anyone else will be escorted out without issue too, shh.

The offices of the recordkeepers and other security folks are held in the South Tower proper, with access to the computer-based archives. Generally speaking, if someone has need of a piece of information that they have a right to, waiting for an attendant and heading to their office is the most those folks will require. But you'll always know when someone has to access those deeper archives, as others will not be allowed on the elevator they're getting into with the attendants and guards. The records archives also contains the police and detective evidence lockers, in extremely well maintained climate-controlled rooms. So it's not like this area is empty and spooky - it's just spooky. There are plenty of people coming and going with boxes, whole filing cabinets on dollies, or even just a single baggie with a taggie.

In the main lobby and offices, effort has been taken to make sure that while the legal department looks professional and clean, but also at least comfortable for anyone arriving. Justice is serious business, but it doesn't have to be sterile or cruel, or even intimidating. There are people on staff whose job it is to make sure that nerves can be settled, distractions and entertainment for a long wait, and comfortable seating made available. Even with criminal courts, everyone wants cooler heads to prevail. So there are occasional instances of strong psionic or even magical methods of preparing an area, security is tight but not necessarily 'draconic' in the human definition.

Everyone does have to go through a weapons check, and exceptions while rare are made for those who must carry a specific item, or who have the right to continue carrying them inside. Their use however, will be swiftly prevented. Every few hallway corners are monitored by visual and other cameras, but also patrolled by telepathic and psionic guards. Yes, there is strong, bold, and obvious signage indicating this fact. Since this world is also home to numerous superheroic types most of that legal action is done elsewhere, some number of these individuals may wind up working for the Civic Center.

Courtrooms and Jury rooms are well secured, and alternate routes in and out are arranged when needed. This does include 'by teleportation'. Official employees as well as those who have offices for their duties here are all given identity badges with their required information and tracking. They do not need a biometric tracker, but if they have a draconic bond, they will have one in addition.
