Retail Retali8r and her dragon friends scored bigtime when they located a parallel universe filled with dragon people! Most of the time, these folks were pretty normal, but they had their share of masterminds, mad geniuses, evil overlords, and of course heroes! In this other world, RR met up with a speedy black-and-red hero who was curious to see Lethayukulen and she in action! After helping him defeat his version of Nemesis (a strangely built draconic robot version that is), RR and Letha invited him back to their universe.
Once in the safety of Rita's home, atop a sedate Eastgate Hills apartment complex, Velociti transformed back into his everyday persona and introduced himself properly, as Hawk Cranston, dragon about town. They shared their experiences, how oddly similar names kept coming up.
So for a while at least, Velociti will be zipping around town with RR and Letha! What adventures might they have next?

Well this answers that question! Having tumbled through a Portal Corp dimension gate and been in isolation for a number of weeks after his arrival, a draconic looking Centuran was presented to Rita.
"You might know best, you know," said the girl behind the counter, "because of the dragons and stuff. We can't help but wonder what they use to teleport around."
"The same thing I do," Retail Retali8r laughed, "power, baby, power."
The softly glowing draconic male stepped forward and bowed. "Some day I'd like to go home, but only when I've mastered this mess I've made of myself." He indicated the bolts of tangy radioactive energy that would occasionally spill out from his clawed hands.
They learned his name was Thoon Ongar, but what he wanted to call himself here was the Emerald Dynamo!
"We'll get you set up," Hawk said, and outside on the Portal Corp grounds they heard a trill from Lethayukulen indicating he was a bit intimidated by the dozens of gawking superheroes.
"Portal Corp is like that!" Rita called out to the green dragon. "Would you rather be gawked at by civilians?"
It was pretty clear when they exited the building, that indeed - Letha liked it more when it was kids or folks who didn't fly around on their own.
"Why, I think he may be a bit jealous," Thoon said, "but you can fly! Come along, I would like to see more of this place!" He lifted up into the air, and the dragon followed happily.
"Well fine," Rita grumbled as Velociti took off below them. "But watch out for the Crey snipers!"

Rita also introduced the couple of heroic dragons to 'this place on the left coast', where she claimed they could still be heroes as well as 'be heroes to specific people too'. Those specific people turned out to be ... kids at a high school! Well, also a community college, apparently, which made some amount of sense, to both of them, because of the nature of their classes. Even though Thoon and Hawk both could choose to instruct in their 'day job' identities things like math and science and engineering, they also could don their heroic forms and teach young(er) heroes the ropes!
They continued to look at the local dragons, full sized, flighted or aquatic or feathered and - all amazing dragons. Even though they were from radically different worlds, both men were slightly humbled at the sight of so many graceful fledglings and grown dragons flying over the school during one of their parade style events.
It was Rita again that came to their sides, "You'll be found by yours, some time," she said, and teleported away like she always did.

Species Abilities: As his world developed a bit differently (starting with humans = dragon formed) they have certain common 'powers' that might not be apparent in normal Humans anywhere.
-- Telepathy, his breed are capable of limited telepathic communication with other telepaths, though some can become very strong in this he is not among them, though his mental capacity seems to be very high. His range on this ability is about 500 meters, though any stronger telepaths can easily home in on his mind as it is clear and very 'busy' to look at with aura sight
-- Breath Weapon, he is still descended from dragons! His specific ability is Repulsion Gas - does he have hefty draconic halitosis? nooo, thank goodness, this is something that he can create consciously. Though, um, his farts do fart so he takes extra care to let go where no one is going to be affected when possible... This gas is quite a bit like a skunk's spray, though it is a fully gaseous form and not sticky blobs (that would be 'napalm'...). The volume of gas can be controlled, from a little 'burp' that might cause an individual to recoil or abruply leave, to a 10x10 foot room. It can blind temporarily, cause gagging and more from the scent and getting it into noses or on tongues, and on skin or scales may cause serious welts that will remain painful for a while (particularly in the sun, this is perhaps a photoreactive chemical**). Since it is a breath weapon he does have to clean his face and mouth off after using this power, but also invented a neutralizing spritzer for exactly this purpose! It does not harm or impede glass or other surfaces including silk, so don't worry about your clothes
Hawk's Personal Abilities: Hawk Cranston, Dragon About Town, is a phenomenon of inventive and creative energy, and as such his 'power' in this guise is that of Gadgetry and Invention. He is a tinkerer and always loves to have something in his hands, whether it's a hand-held data device that he's working up schematics, a pen and blueprint, clockwork tools, or a jackhammer and pipe wrench... He loves to be doing things that make everyone's lives easier and safer
Velociti's Heroic Abilities: As his patrols start, Hawk will don his gear, a full bodysuit that has been created specifically to aid in reflexes, speed, perception, and the like, for scouting areas. While it is durable, some things may pierce it or break parts off, so it's important that he keep the shielding up if he knows there's something after him. "ERSAAA" he calls this whole thing, see below. It has a full set of Detection and Sensory equipment in the long head crest part of the suit, which is fed to his HUD, and responds to his brain waves - ^only his. It can offer detailed maps, quick scans of an area about 50 meters in a sphere, and detailed information on people when he does cross-checks, it sends information back to his lair and is in constant communication with his own computer system.
^Note:
This armor, even if picked up by a suitably tailed individual, cannot be used by someone else - it can be taken off, but it won't work for anyone but Hawk!
-- Minor Armor, can withstand a normal person's punch or even a slug from a shotgun, and will definitely bounce laser fire off with ease. It is slightly weaker to electric attacks and plasma - which is ironic given his companion is nothing but those things... It offers around an 8 Bonk overall before he takes any damage personally, depending on the attack, but only 2 for heavy hits and electric/plasma. Parts of it may ablate, though some of those parts also need to be intact for other abilities to work...
-- Create Force Field, for the above reason, he has a shield that acts when needed and can be turned on and off for specific parts or even cast at a distance (at the cost of his own field). This is most often of use when rescuing or scooping up people from dangerous locations, falling rubble or wild gunfire may bounce off of it. This is a considerably more powerful defense than the body suit, as it offers up to 20 points Bonk versus bashing, piercing, or slicing - so, falling rubble, wild gunfire, and claws or edged weaponry. It also gives 10 points against energy of any kind excluding mental, though it also burns through battery power more quickly if it's sustained. He keeps it off mostly and only activates it when needed for that reason. He can keep it close to himself, activate it around individual parts of the suit (arms, legs, head, body, tail) or fully surround himself with a bubble, which can then be moved from himself to a location not more than 50 meters away at full strength. It can also be expanded to cover up to 5 people-sized people, or 'a small car', in a dome shape, most of use for collapsing structures. Notably however this cannot really defend against 'a wave of water' or gas, one becuase it is easily overwhelmed, and the other because it can't detect the threat
-- Concussive Blast, a weaponized version of this force field, only able to be used as a toggle with it. Focused from his right arm, he can send out a powerful 'fist sized' wave of kinetic energy up to 100 meters though it weakens between 50 and 100. At point blank range this will knock back a person many meters, or break through a brick or wood wall with ease. It's capable of knocking a flighted enemy off their path, or spinning a distant person around with a strong nudge but is not in any way controlled once it leaves his suit, so they might still doge if they know it's on the way. It does travel quickly, faster than sound but much slower than light, and can't technically be seen by normal vision
-- Wingless Flight, the suit provides propulsion that responds to both physical and mental cues, and is perhaps 'gravity' based? No one's sure because he doesn't like giving out his trade secrets. It runs on its own completely separate battery system, along with the speed below as a toggle. This portion works out of the 'wing spars' on his shoulders and upper back. He is quite graceful in the air, though he
tends to hover menacingly over impressionable minions rather than looping around or being frivolous with its use. He can carry one person with it, though any more than one human(dragon)-sized weight will slow him and drain the batteries faster. Can move up to 150 miles per hour for about an hour before the battery is drained, but he rarely does this, since his speed also relies on that same battery
-- Extraordinary Running Speed And Agility Assist, a toggle with the Flight power, based in the suit's lower body/leg units. With this on, he can move at speeds up to 300 miles per hour, and still adjust for incoming objects and stationary ones alike. He made this part before he put in the navigation feature by the way. Whoops! He is able to carry a person or goods at that speed, but they must be able to withstand it or have been placed in a special pack to be safe, since he can turn on a hair's width and not suffer any harm himself. He can and does sometimes run over water, which is risky but at full speed he knows it will work. Any less than full speed however, he will just take the longer route around that lake thanks. He can run up walls that are capable of supporting impacts and weight, his feet and gear there have claws and grippers that act in conjunction with the speed and his balance, but usually if he's going to be going upwards, he'll just turn on the flight instead. It does give him the advantage of getting up that building or sheer rock surface before the villain does though!

They Aren't Toys Do Not Play With Them +6 His gadgets are not just for show, they are not for funsies. He knows there are lots of people who think 'ooh can you make me a--' no, no he can but will not. His designs are for saving lives, making lives better overall, rather than personally adding to an already good life. Everything from a building that can withstand earthquakes and high winds without needing a deeper basement for balances, power supplies that are both safe and durable against villainy and natural disasters alike, as well as personal items such as prosthetics and sensory aids, communications, and tooling for bigger and smaller projects alike - Hawk Cranston is an inventor of amazing things. They come with user manuals for a reason, though. You will need to read and understand that manual, before he'll hand off the keys to the new power plant... *he glances at Emerald Dynamo and winks* This enables all of his construction skills, which aren't listed below because they're all +6 here...
Dragon About Town +5 Hawk is without a doubt one of the most charismatic personages you'll ever meet, and you will remember him. Yes, yes, many people know his heroic name, but he is also remarkably professional about that - he'll warn you once to keep it to yourself, it is not 'asking', it's 'warning'. He knows the ins and outs of society, is proficient with public law and justice, as well as street justice and vigilante law. And though he is certainly wanting to remain polite and proper about everything, if you are seen to cross a line - be it his own personal one or a socially unacceptable statement in public, or becoming a villain and doing bad things to good people - he will immediately take action. That might come in the form of a complaint to another CEO directly about 'your person doing a wrong thing', summoning the local law enforcement for minor infractions, or zipping off to become Velociti to take care of that active crime scene himself. Yes he has both legal permission and political sway to perform these heroic acts at least in SoCal County, and overall in the California greater state. This ability includes instruction of any kind, his charm and wit can be applied equally to a waffling villain-on-the-fence, to students trying to figure out how to use the new tools they have, to a judge and jury

Picks His Battles Carefully +3 Knowing people the way he does, and knowing how fickle society can be, both Hawk and Velociti use care in starting - or finishing - a fight. Whether it's legal or political, on the dance floor, or in a board room, or indeed on the rooftops with a hostage being held, he knows when to walk away, when to allow even a villain 'get away' with a crime. He draws the line at murder, he steps over his own line to prevent others from being harmed if he can take the blow for them
Aim And Maneuver +3 Though his breath weapon can fill a room easily, he is definitely capable of a hit and run, cropduster, or subtle shake of his tongue that might somehow gently avoid the baby but sting the thief taking its candy. Similarly, his concussion blast can be aimed, though since it takes more time to reach longer distances this aim is only accurate at under 20 meters, but it is very accurate
** Uses Breath Weapon Later As An Identifying Mark On Villains +3 It's impossible to avoid this if you're a skin or scaley, if his gas breath hits you anywhere that's visible, it will be easily seen for up to a week, as red, angry welts. It will not necessarily scar, if properly cared for, but if you run from a crime scene with this stuff on you, you may wind up with what looks like very bad acne scarring, or even a bit of blindness... don't let this stuff be on your eyes for long... (Yes, he will spritz your skin and eyes with his neutralizer, but if you're running away he can't do that...)

Fashionable And Functional +4 He will create things that look good as well as do their job well. He likes wearing outfits that are clean and properly cut, but also looks fine in nothing but board shorts and sunglasses. His armor in particular is meant to be impressive and dashing (literally) but he can tie ties and tie up villains perfectly!
Generosity Is Important +3 Not necessarily giving away his whole fortune, he earned it after all, but he frequently donates not only his money but his skill and time for those in need. Patrolling for crimes is one thing, but as Hawk he is well known to be 'the guy that made my friend's new hand!!' or 'he helped distribute those medical supplies around the county when that smoke was coming from the east hill fire'. He figures also, by letting his actions speak far more loudly than words that may ring hollow, people are much more likely to follow through on their own deeds. He knows that some might not, but that is what prisons are for, and he will not hesitate to make sure that 'the guy that keeps stalking me' is kept from doing that ever again
Had To Start Over, Kind Of Likes It +3/-2 Even if he wasn't originally from this dimension, nor the one he was in when Rita found him, and all of his original fame and fortune sits in a trust fund for a variety of causes back on his homeworld, Hawk truly enjoys earning his own clout. He can and will strut into a room filled with strangers and make sure they're all on the same page doing the right things, through raw charm alone. But to keep those folks on their path, he follows up. It keeps him busy, both his hands and his mind, but also his soul, as he likes to say - needs to be filled sometimes, and to do that you might need to empty it every once in a while
