Science-Based Accident Provided Powers! Film At Eleven! - Thoon was just doing his job at the plant, maybe a little distracted by a police scanner (he'd always loved listening in just in case a hero showed up to a scene) when Something Happened. It wasn't his fault, something entirely outside of his location and control occurred - very, very possibly akin to the Resonance Cascade or the Synchronicity Events in other dimensions - which meant that the radioactive substances he was monitoring started monitoring him right back. Normally one might not survive this, but Thoon definitely did! His body didn't really change, but he did start glowing with bright electric power, he'd become a dynamo processing that radiation in fact. He still needs to find a place that can adequately assess his output and help with mitigating any incidental issues. Beyond that, though he's always been one to start experimenting and has documented his results extensively!

-- Radioactively Rechargeable Power Supply, this goes both in and out, he can store energy in the form of that bright green radiation and with concentration can keep it inside long enough to reach a destination, and dump it into a collection area, providing actual power to electric devices nearby and recharging any battery of any type... though he has to be careful with those ones that poof up and explode. He can safely carry a 'full' capacity of radiation for about an hour, and can go well beyond 'safe' levels but also either with that or with added delays he will begin 'leaking' energy, sometimes deadly energy

-- Energy Manipulation, He has learned how to control the output to do many different effects, from simply 'lighting up' an area with an eerie green glow and a zappy crackle, to throwing bolts of lightning that are sparked by his heat or - something. He's trying to figure out whether his lightning is inherently tied to that radiation, and if it is not, wants to learn to separate it out. This is entirely likely, one is an internal and the other an external force. His lightning can zap small electronics into life or fry entire server rooms, so he has to be paying attention when he's excited about things, as this will respond to his emotional state or his lack of concentration. The powerful bolts he can throw will blow holes in things, leave scorch marks, and definitely can kill a normal person so he has to be very, very sure about his targets and he knows that much at least!

-- Radiation Soaking, Emerald Dynamo is there when you have a radiation leak, and he can take up the excess energy into his own body, adding it to his reserves. There is a limit to this, since he produces it himself, so he often lets loose or burns off as much as he can before entering an area that is known to be leaking rads. It replenishes him, and he's never experienced any radiation sickness no matter the source... even before the incident...

-- Wingless Flight, though his people are 'draconic' they are not fully fledged dragons, and have no wings. But that's hardly ever stopped half their heroes from flying through the skies over their high-tech cities! Now he is among them, using his radiation somehow, probably to excite molecules in a very specific manner allowing him to leap into the air and remain there in motion. He can't hover very well, it winds up a choking cloud of green radiation under him, but he's working on that. It gets him where he needs to be, and he can change direction incredibly quickly, basically whatever he's looking at can be a new lead, and he takes that as a guide while flying. He can keep up this flight almost indefinitely, it hardly 'costs' him much endurance

-- Portal Creation? Electronic and Data Sense? He's trying very hard to master his powers, and some day they will come completely under his control. These are things he can do, but not at will, they sort of just 'happen', that's how he wound up at Portal Corp in the first place, just showed up with a bit of surprise. At times he claims he can 'hear the internet', able to tap into the wireless bandwidths and potentially the computer systems using energy around himself, but he also has to be careful doing so because he, as above, can wipe an entire server room of its contents in moments if he's not paying attention...

Trained For Nuclear Regulation +4 Even before he became a heroically-enabled person, Thoon knew that he wanted to work with power and energy. On his world, his formal education was complete and he had at least two full years of further education and training for his chosen career. He understands power infrastructure, dangers, mitigation, and many other factors of how to build, maintain, and use many forms of power plants. Not just nuclear, he can assist with hydroelectric dams, wind generators, geothermal, and tidal force generators, though to less and less expertise in that order. If it requires math, code, calculations, and charts, he can do it! He knows how to lay out circuit boards as well as toggle switch controls in command centers, and would like to continue doing this for a living should he ever need to. He is called upon for specific duties at the San Oh!Nofre power plant near Crescent City, and if any kind of radiation is discovered during an earthquake or incident he is definitely on call for that too

Math Genius? +2 Though not really a power, he definitely aced all those math courses and can do extensive calculations in his mind no muss no fuss. This applies to his instructions and coding, networking, and safety as well

Reads The Manual +4 He's no dummy, he can point out inconsistencies and help tech writers get the correct information down in ways that the technicians can actually use. Not just a simple 'slot a tab b' he is well familiar with how to research and consult experts as well as historic data to understand a location and its needs

Nerdy Pursuits +4 Code, programming, gaming, world mapping technologies, communication networks, inter and intrawebs, they are so much fun why are your eyes glazing over when he starts describing the code he's using?

Navigational Pro +3 from above, from the ground, in tunnels, he's definitely good with 3-d spaces and moving around in them. Since his power to fly is extremely attuned to his sense of direction and desire to 'get there quickly' he can rapidly formulate ways to get everyone else there too, safely, without running a single red-light!

Easily Distracted For Heroic Duties +3/-2 While his actions are truly heroic and he definitely means to rid the world of dangers, he will sometimes forget that he's trying to do the grocery shopping if there's a robbery up the block... Any villain might notice this, and use their own kinds of distraction if they are any 'good' at being bad...

Heroically Stylish +2 He's still starting out, but with Hawk's financing and connections, he's gotten the benefits of a nice super-suit that does help dampen the excess radiation to a degree, and also looks great with the cape flapping as he flies!

Still Young Enough To Be In College +2 And since C4 is definitely part of the arrangement for instruction duties, he is constantly surrounded by age-mates and swooning hero-watchers. But he does only have eyes for Hawk! Though he will bring him to some parties, those days are a bit behind the slightly older and more gentlemanly hero...
