Reports vary as to Rocky's origin, it was an experiment gone slightly-wrong? he was born this way? Nah he was always going to be a very large ram Kin but not quite this large...

Ablative Wool Stony Armor - exactly like it says on the tin: his fur has become mutated by virtue of his own experimentation, and grows rapidly, hardens into a carapace-like shell, and can be used to tank damage of all types except mentalist-styled ones. This armor is everywhere, including his head, though not necessarily his face. Anywhere that a sheep kin would grow curly fur, this rock-like stuff is there instead to a degree. It will take 10 points of Bonk from a single attack, before dropping off and leaving his body unprotected, however that is per location (and varies from 5 on his head, 7 on limbs, and 10 on body) as well as being able to take repeated 3-point hits several times before failing

Won't Be Flying But He Can Jump Like Mad - when he is in his fully armored form, Rocky is rooted to the spot and cannot be knocked back. This does come at the cost of very slow run speeds, but he has actually mastered his strengths and is able to power leap out of a situation - or into one - with full armor going. Do not be under him when he lands

Stone Fists and Hooves - his fingertips and hooved feet grow a huge stony or crystaline like coating when he is 'in combat situations' almost as a hormonal response to threats. With these he can deliver absolutely crazy hits up to 8 points of Bonk at a time, smashing-only, or 3 points of impale damage if he's using the portions on his shoulders and knees that grow sharper crystals. All of these vanish and are replaced almost instantly in combat, but he doesn't grow them without being under stress

Elemental Control Over Rock and Solids - if he is holding, say, a metal bar like a broom handle or sword, he can extend his own ablative rock over the end of it, and deliver a massive hit at a slightly longer than 'arms reach' range. This can knock down or knock back enemies, and produces a strong wave of concussive damage in the process, doing up to 10 points of Bonk but requiring at least half a minute to 'recharge'

Pick Up A Big Rock And Throw It - technically speaking he can pick up a freaking train car and throw it, but when he reaches down to the ground he can pull up whatever his large hands can grasp between them: asphalt, rubble, a table, nothing alive but...maybe? He can huck this into nearby ranged enemies up to 25 meters away accurately, causing bashing damage, knocking them over, and a minor shockwave that may destabilize weak soil or glass nearby

A Foot Stop To End All Foot Stomping - he lives in SoCal, so he knows just exactly how much rumbling might be too much (and has a class on this in fact) but he can definitely put effort into smashing his foot into the ground with such force that it knocks enemies down and keeps them down with repeated rumbling shakes, in a radius of about 10 meters of himself. He and his team mates can then pick their marks and start smacking them down like popcorn

(from Paragon description is unlikely to be true because names are garbage) Once the subject of Geek Ridicule, because he was on the high school football team, Rick Ramirez took it upon himself to attend a good college, and prove them all wrong. With his physical size and strength already at their peak, he created the ram armor that would have allowed him to scale peaks, fight his way through hazards, and generally get the Chicks. But something went wrong. The DNA he was playing with accidentally fused with his own, and he has not been able to change back to his normal human self since.

But far from allowing this accident to set him back, Rocky - his nickname in high school, has become known as a steady rock-based hero.

The actual story is somewhat similar, however he has always been a fur not a skin, and his name was legally changed because absolutley no one believes that he could be anyone but Rocky. It was the addition to his fur and actively being able to manipulate elemental stones that actually changed his life. Actually he was probably ridiculed from both sides - he was always smart but a jock, and always able to muscle his way through things rather than rely on brains all the time.
