15 - while one works at each of her Estates to provide upkeep and maintenance (along with at least one non-powered Bayaran for the larger ones if she's got visitors) most will be working with dragons and their needs. She keeps some quite close, particularly those with Animal or Dragon Tunings which include healing - she has no healing ability, but can determine by use of her powers what exactly is wrong with any injured or sick dragon. Able to then direct the Budak, and if they perform properly and can handle the testing process, she will eagerly Free them to Pelatih or Dragon Breeder as needed. |

15 years - Bond Agent - she was born and raised for the paperwork and assessment of people, and shines in this regard, passing her Status exam for Atasan at 15. She deals briskly in 'normal, plain' Bayaran who exhibit no potential powers or traits, but takes her time with those that have any sign of Dragon Mastery in them. She will train them before Raising or Freeing them, but this training also includes, oddly for a Membayar type, full instruction on how to stay out of debt and do all their own paperwork if possible. She claims, "I only want to see you if you need more training or have a dragon you want bred..." after that point.
14 years - Dragon Master Selection - uses psionic testing for specific dna and powers. She is not intending to go into Peridian status and only uses this power to decide who will be best working where and with what sort of dragon, but also slides her Great-Grandmother Maal all of this as well so that covers any breeding they might want to do. She gets about 5kc per individual selected, paid usually by whoever is sponsoring them, and averages around 10 properly selected per year.
10 years - Dragon Master Training - uses strong psionics to group-gather information and share it among trainees, pushing their limits, as well as giving them health care exams and proper hospital stay recommendations when they have become injured, she is not a 'healer', but knows when a person or dragon has 'had enough'.
It's unknown exactly what psychology and psionics contribute to her 55kc a year, but most people willingly dump it on her account.
6 years - Dragon Breeder and Trainer - non-specific dragons, because she can work with basically any including off-world dragons. Collecting their own knowledge and using it to remind the dragon masters what is going on in the dragons minds... Does have a specific portion of the Buuiya Island explosives testing range where flighted and more bold dragons and their Masters are trained up to deal with the Incursion's jets, gunfire, lasers, and bombs. Typically makes around 60kc overall including specific one on one training.
4 years, unpaid position - Curra Dragon Councilmember - she wants to make sure that the dragons the world needs are all kept healthy and in good conditions, even if they aren't combat worthy. You don't 'keep a sea dragon as a pet', after all... So don't try it on her watch.

While Kaatahlah serves as a 'Dragon Breeder' it's more that she helps scoot the right partners together, and she does not actively 'buy and sell' dragons themselves. She has lands for them because many of her Bayaran, Budak, and other Trainees are working with theirs on her Holdings. However she does have her offworld derg L'eeya who resides mostly at Ablan, but travels with her sometimes.
She does not specialize her Dragon Breeding but prefers working with Sky and Sea dragons mainly for their intelligence and cooperative natures, and Stone because that rounds out the trifecta of 'where most Incursions happen'. The timidity of the Forest dragons, and the very specific needs of Swamp dragons preclude most of their activities, but she does train some Forest up in Rook.

Dragon and Human/Mutant Affinity - most dragons simply enjoy hanging out with her and will be relaxed in her presence. The same goes for many mutants and psionically active Zekirans, though this only 'works' on them for brief exposure (less than a week solid) because... well, see below
Genresense and Small Genre Portal - she is well aware that there is another Zekira, a couple of them scattered in different eras that people seem to come to this one from. Also 'earths' whatever they are. She does know where any offworld dragon is from, not just by looking at them, but because of this sense. The portal is big enough to pull a full turkey dinner through, and yes she has done so because she's heard stories about some of those earth traditions

Psionic Sensory Group - pretty much 'all' of the psionic senses that can be had, she has. Her senses work at a good distance farther than typical for a Major tier. Any offspring of hers will likely inherit all of these too, in different values.
^--Empathy - can detect the overall emotion and mood of individuals at 50 meters and groups at 100 if they are all 'about the same mood'; this applies to dragons of Int 30 and up as well as humanoids
^--Sense, Locate, Identify - if she knows a person or specific dragon, she can spot them from up to 10 miles away as a 'ping' on her psionic radar, and locate them precisely at 2km; her ability to identify individuals is best at under 50 meters and excellent with touch, since she can then also apply other powers to help flesh out basically a photo file of their traits, once she has this she can easily spot them again whenever they come within range
--Dream Walking - though she knows her grandfather relies on this, and Almah Waad tends to try and pry into dreaming too, Kaatahlah is adept only with observing PR 4-10 dreamers and keeps away from those who are more powerful
--Sense Deep Motives - working only on humanoids, she can pry into even PR 1 and 0 powered individuals with this, detecting their hidden or ulterior, or even unconscious desires and drives. Can only do this at close range under 25 meters
^--Gene Sense - must be used with touch, though if any subject has 'allergen producer' as their disadvantage or feature, she can pick up on stray hairs, skin, or even very strong scent to pick through the dna of the source 'on the wind'. She is very capable of understanding all of the potential genetic combinations, she just is 'too busy' for that in a compelling way. She knows exactly what she's looking for, and can pick through the rest of the subject's dna only for 'oh look they have that wing arm thing you like so much Maal!' or that kind of thing
^--Power / Mutation Sense - similar to the above, this is best with proximity or touch, but with power use being active she can immediately identify what is being used, by whom, and how good they are at it. She can determine whether someone is latent with touch, though it would depend on whether they have any other potential powers - she might just ignore that low-grade mental stun someone in the casino has, but if it was paired with a trauma-hidden flesh shape or elemental power, she may 'gently' suggest they go in for testing...
#--Group Comprehension - when there are more than two or three trainees in a season, or if there is a specific need that she's been hired to work on, everyone works at the same pace and she chooses that pace based on her observations. While she sometimes will cater to the lowest common denominator for intelligence or skill level, at times she'll push those lowest into a stronger action or place them with another group if they cannot keep up. This power is broad in terms of distance and range, she can still sense and keep up a 'network' between each person, their dragon if they're riding, and whoever else is needed (up to 12 people not including herself, and an additional 12+ Zekiran dragons; a full 'Pernese wing' would give her problems, but 'all the greens and blues' or 'a group of non-bonded offworld dragons' up to 6) at nearly 10 miles in a sphere. This generally covers 'that flighted wing, the sea pod, and the ground forces' equally well, and this is her most-used power so she's ridiculously skilled with its use. Even if a dragon is reasonably strong-willed, they will still benefit from her connectivity
Residual Psionic Detection - she can tell where and when recent psionic powers were in use, up to and including 'the dead ones' that are lurking nearly everywhere. While her mother specifically 'attracts ghosts', they tend to avoid Kaatahlah herself, which is good because she hangs out in places where a lot of this goes on...

Psionic Manipulation Group - quite a bit stronger in her ability to actively change, attack, trigger, or alter minds or powers. Tends to be used one-on-one with specialty Dragon Masters, offworld dragons and their riders or bonds, and those who need to learn how to use their non-dragon-related powers
#--Invasive Telepathy - she can communicate at a tremendous distance, up to 100 miles easily and 250 to ping other telepaths, but also can use this power to dig around for the 'unspoken', and isn't afraid to break through people's mental defenses to address those things. PR 1 and 0 may try to resist, PR 2-5 only if they have a similar or equitable power, and PR 6-10 cannot resist at all, nor can dragons of any breed; this power qualifies as a 'communication' to most dragons, rather than an 'attack'
#--Information Gather and Imprint - this power works best at close range under 50 meters, and is what is used to debrief or prep a team before they go out for training or on a full patrol. The layout of the landscape, a specific goal, every once in a while she'll even entertain training up those 'dragon racer' types for their complicated obstacle course runs but she rarely does so. She tends not to use this for much outside of the dragon industry, but it definitely could be of use in the casino or during a hunt
--Emotion Control - can 'tone down' an angry or terrified individual, or modify a small group (up to 6) if they are all reasonably similar in overall mood, generally speaking this is good for crowd control to prevent ... or spawn... a riot, panicky people tend to scare others. She can move an emotion into neutral more easily than flipping it around, and this power if used on more than one person at a time will consume more of her energy so she tends to only use it sparingly
^--Mind Stun - can be used on humanoids and dragons of any kind provided they have some level of self-awareness, so 'a dog' or up in dragon mind terms. This will leave the subject reeling and acting as though they're in a state of shock, unable to perform actions beyond 'standing up', they will not respond to normal stimulus like 'snapping in front of the face', but may instinctually move away from things like fires or loud noises. They're on cruise control for about 2 full minutes, and will not remember anything that happens during this time, unless it actually produces a strong painful trauma. She can concentrate on removing even that however, but that ranges more into her other mental powers
--Psionic Trigger and Nullification - once she knows what is going on under the skin and deep in the dna, she can take a latent individual and push their power out where it's of use. Generally this only needs to happen once, but sometimes a power is buried or latent for a reason so until she gets to the bottom of that reason, the person might not be able - or willing - to use it again. This works best at 20 meters or proximity. The Nullification however can work at a more broad area of effect at 50 meters radius, often in tandem with her ID/Locate power, when someone's abilities are overwhelming them. She does have to use that one more often than the trigger, until a trainee is fully in control of their abilities. She can nullify powers up to Special level even among PR 1, and to Major on PR 0; they can try and resist the nullification but not the triggering unless they have a similar power, but even then if they're already latent ... that would be impressive indeed
--Possess Human Mind - When nullification is not enough, she can simply (??) slip into their mind and take the wheel. Dumping their personality and awareness to Just Outside The Back Door, the individual will see and sense and even remember this event, but they can do absolutely nothing about it particularly if they're PR 2-10. To resist it requires this specific power be available for use, and even then it's at half effect. She can do this at range up to 100 meters and usually it's in order to get someone to stop doing whatever dumb shit they're pulling - be it 'beating a dragon egg to try and open it' or 'beating a Tuned Budak that has done nothing wrong', she treats both of those as her 'sacred duty'. Does not matter if that person is an Atasan or another Budak. You stop that shit right now.
#--Mental Illusions - for those with a mind to perceive it, she can weave a 'simulated' visual and sensory experience the likes of which are hardly reached even at the Dungeon Crawl where they specialize in this sort of thing. This is of greatest use in training before going into the 'live fire' courses at Buuiya Island's facilities. She can weed out the ones which will bolt at the first hint of an explosion without wasting a single fireworks shell. The level of detail that she produces depends on her mood and whether everyone is on board with it. If someone wanders into the 'field of effect' that she puts up, they too will be subject to everything she's projecting into the minds of those trainees and dragons, and that can be disruptive, hence the isolated location of her training rooms on Buuiya. While she can produce a nice pleasant lake side evening, or a dazzling but harmless lightshow with this, she reserves it for specific training and events, because it definitely drains her energy and she must recover for a full night's sleep after a 2 hour session. People with forewarning and who are PR 2-0 may attempt to 'disbelieve' this show, and those who have Mental Illusion themselves may choose to ignore it even at PR 5. But generally speaking if you're at her training session you've been told what you're in for. She doesn't use this frivolously because the more people in the area, the quicker it will drain her reserves. She would never be able to do 'a concert' with it in front of a large audience, in other words. But an intimate group of trained or in-training Dragon Masters and their dragons? She will push herself to her limits when they're responding well to it!

Hard Nails - providing a human-like nail better than the soft Zekiran type, 1 point of scraping damage
Carries Human Genes - because she is 1/8 (or is it 1/6?) she has a stronger fertility than typical, those nails, and male offspring may have facial and body hair similar to humans. In her case however it also encourages some dragons to get closer, if they require bonding or are sensitive to bonding needs

Sanity Loss and Uneasy Feeling - though not particularly a 'terror radius', being around Kaatahlah for longer than a few days at a time lets someone adjust to all the manipulation she does, and see her for who she is: quite a bitch, but no one really knows why... People who have sensitivity to 'the dead', or are targeted by any powers at all, or have 'trouble or weirdness magnet' or other similar disadvantages, will immediately be triggered by her presence and must roll versus Sanity loss or suffer -4 points temporarily every time they're around her (daily). Now, she knows this happens, and in some cases she arranges for it to happen... The overlap of 'temporary' relies on their own ability to process trauma, which can mean 'temporary' turns into 'permanent' if they keep failing rolls...
Moderate Addiction - yes, she does almost always have a burning cigarette of some kind with her. Not always in a nice long elegant holder as shown, but she has seen some shit in her short life, and she deals directly with trauma-induced issues regarding Dragons. Everything from having that shell break and be nothing but blackened goo inside, to having an Incursion destroy your family Estate with your family still in it, she's seen all of those things in the minds of her trainees or hires. This has taken a toll on her own emotional state, but she 'deals with it' in this manner. She isn't going to grow tumors from it, and thankfully the effects of those narcotics and alcohol still work on her biology, even with the damage resistance she has. (i.e. this is not 'Survival' and does not mitigate -mods). Note that if she does not have daily access to any form of narcotic or alcohol to dull the responses, she will become agitated, irate, and all social skills will be at -20, a significant amount considering her jobs as well as her responsibilities at the Council at Rook. This addiction can be 'cured' over time, but she has no inclination to do so

Natural Immortality - she will not grow old and will look just like she does indefinitely. This is a family trait on both sides, really, though she doesn't need to pull Etan's trick of cloning and moving minds
Damage and Psionic Resistance - she's ridiculously resistant to basically all forms of both Physical damage, and all kinds of Psionic attacks. Specifically she resists Etan's mind, but with some amount of preparation and knowledge, she can gear up to resist basically any power in her varied lineage; she's been known to refuse to be teleported, and can easily move through Kallah Vahh's temporal bubble, and she definitely cannot be swayed or even sensed by Etan - nor by Almah Waad, who is 'kept safe' by mother Kamahlah on Still Island

Every bit as manipulative as a black widow spider, and thankfully she's working with Vahh to focus her enery on the people and aliens who deserve it. She could eventually be megalomaniacal or power hungry, so Vahh does believe that she needs to be watched closely - immortals becoming bored are how you get guys like Etan. Then again, she has her toys and likes to play with them, and it doesn't seem like the Incursion is ending any time soon
She is very hard to get away from if she decides she 'likes' you. You will obey her.
Treats dragons and powered Bayaran and Budak as cherished and prized possessions, and almost entirely ignores 'normal' people and 'boring animals'. Getting her attention as such a person would be both difficult and not particularly rewarding because you better have something worth her while
