Vocorr
 

Vocorr has a very long and rather disturbing history in the galaxy.

It had started during the Outer Rim Wars. It was a long time ago, generations ago. Vocorr took control of the Galactic Federation security division, and blew a single law completely out of proportion.

"No music shall be played on radio frequencies."

During the massive Outer Rim Wars, this was essential, as the frequencies in question were needed for military security and not frivolous entertainment.

The Outer Rim Wars went on, however, for more than 50 years. And as Vocorr helped the Federation win numerous planets and secured mineral and land rights to them, they also began enforcing a variation or two of that law. Eventually, long after the Outer Rim Wars had been won, all planets under Federation control had a strict policy of, "no music shall be played".

A handful of planets would rebel against this idea specifically, or more in general to the tight-fisted Federation rules. Those worlds were made examples of, for any newly contacted or conquered planets. They are uninhabitable, even today.

Equally scarce were people who know firsthand, or knew by access to historical information, why this law even exists. Most people were content without music - they had never known it, and hearing it they may not have even truly recognized it. But there were some beings who lived through the Outer Rim Wars. Some who were around when music filled the air and celebrations or even simple gatherings were not complete without it.

Two of them formed the core of the anti-Federation pirate radio ship, Galactirock. One was the skinny, frantic looking Brantian.... He out-lived his entire species, it was very unlikely that there were any others, for most of them were wiped out during one of the vicious Vocorr raids on Maxta. The other was their ship captain Morrel, but getting him to talk about this historic side of things is... difficult.

The Vocorr exists today as a peacekeeping force - if peace means 'and quiet, under threat of arrest'.

Its entire duty is to remove, suppress, or destroy subversive ideas, which include but aren't limited to music. They also manage the psionic-suppression operation, making sure that any psionic individuals are fully retrained and obedient.

They are the bad guys.

They are the bogeymen. They are everywhere now.

They have had some... rough times. When the Solos and Galactirock began finding dragons that could teleport or speak or alter the structure of matter, this proved to be a decisive - and divisive - moment for the governing agency of the Galactic Federation. Though most people on any given planet in the galaxy don't realize it, there is a very strong push from the Federation to change how Vocorr works. A large number of officials have independently brought up the facts: Vocorr is not under their control enough, and has been apt to overreach their apparent authority on many occasions.

A few of those vocal governors have been silenced, as well. That is the kind of behavior expected from Vocorr, after all. Some of the Federation leaders are strongly in their favor. Most simply remain silent. As Vocorr intends.

The problems really began when they discovered Earth*. Though many humans there were wholeheartedly in favor of joining the Federation, very very few knew of or read the 'fine print' on that agreement. That being, obviously, that 'music and that kind of entertainment' would be entirely phased out. It took less than 3 months for protests to begin, and under 6 months before dragons involved themselves. Whether that was because they time ported, or showed up from outside dimensions, no one knows.

But the dragons, their riders, and the locations that they protect are almost uniformly against this loss of music!

Vocorr on the other hand has other ideas. Drawing on common myth and lore from many worlds, where 'dragons' are evil, or at most the huge, lumbering space-worthy treasure chests of component parts... Vocorr has attempted to vilify these creatures as well as their keepers. On some worlds, to great effect. Others, not so much. When those dragons can talk to you, it's somewhat difficult to see how they're the ones being threatening...

But Vocorr is working on their own batch of 'friendly dragons', picking and choosing among the extradimensional realms they now had access to (thanks to a variety of like-minded folk intent on controlling worlds). They would 'stand' at hatchings. They would impress or bond or even just walk away with dragonets. They would form their own draconic force.

Fight fire with fire, as they say.

Not all locations care for this behavior. But almost all of them - to Vocorr's benefit - rarely refuse a good riding candidate. 'It takes all kinds', they also say. They have been to Carramba's hatchings (will probably create characters for those), and now the Rave...

*- Earth in this dimension is different from those found on other parts of the Protectorate, but some number of humans and human-adjacent types also hail from it among the riders. The Musical Galaxy dimension has its share of aliens, psionics, humanoids, and planets, so it can be said to have any given type of world, background, or species.
