Sled Dog was exactly that - she had some kind of control over dogs and ice. Random dogs would come to her and pull her 'sled' of ice and magic, and thus several times she'd endangered animals that didn't even belong to her. However, no one's really sure where she comes from, or where she lives when she's not at school. So no one has been able to successfully bring her in with a summons to appear in court to help pay off the vet bills for those injured dogs. She would never knowingly cause any animal pain or harm but harm does seem to come to her a lot. She has a small pack of her own dogs, but they're often joined by random street-dwellers and even high-class show dogs when they're around. These dogs all seem to respond to her basic instincts to protect or do harm to enemies. Thankfully Sled Dog seems to be pretty together in terms of who she wants to attack or defend. She's never sicced a pack on the good guys, and does always dismiss the spares to their owners when she realizes who all has followed her around.

"We've had some... complaints, about you and your pack," the school councilor said, looking her right in the eye, challenging her. It took everything she possibly could muster to not snarl. "Your dog team is a bit... unruly. And we've done some consultations with our counterparts elsewhere, and ... we think we might have a solution. But it will involve a bit of travel."
With that, she perked up. "I'm all for travel! I like travel."
He paused, gently tapping his finger on the desk. "Yes, I gathered that. Well this will be a trip across the country to a new school where your... abilities will be honed."
"Cool!"
He expected slightly more resistance. Then again, they'd never even discovered if this girl had parents, or if she was a refugee from another dimension or just what. Turned out: no she had no parents, yes she was from another Earth. While she'd been a student for a year in Paragon City, it was clear that they just didn't have the right facilities to deal with her powers. Sure, there were Masterminds that could do what she does - commanding animals that appear as if summoned like a Pokemon (sometimes exactly like a Pokemon, if there was one of those around it would follow her too...) - but they wanted to avoid the trap of calling her a Mastermind...
So they talked with their west coast people. A lot of heroes had come from another dimension's California coast, and returned there once their stint in Paragon was done. But they certainly kept in touch with the folks at City Hall, and it wasn't long before this tired administrator managed to get on an interdimensional call with someone at Carramba High. There, they would easily be able to help her - and he'd been told that some amount of genetic testing revealed that she would benefit greatly from a symbiosis of some sort. Maybe that would explain why all the dogs in a neighborhood would come running to her. If she could have that weird broadcasting urge intercepted before it got out, that would keep more people's pets from jumping in harms way for her.
They did decide also, that she was absolutely going to need to have direct supervision while her training was being done. No wandering off at odd hours, a dorm with a requirment of attendance, that kind of thing. Just to make sure she didn't start off on the wrong foot over at Carramba High.
She was entered into the Junior class, and given a dorm with other 'hero types', those who had unusual powers or appearances. While Sled Dog was still a little put off by basically having a leash and collar on her, there was definitely something to be said about having free room and board, meals and training, everything was provided. She'd been too young to really understand economics and money when her Earth was invaded and basically destroyed, and no one had bothered explaining it to her until now.
She caught on reasonably quickly, but definitely excelled in the classes that let her really shine.
And it would be true: a bond with some kind of other creature - a dragon, a flitter, wher, whatever could psionically or magically interrupt her power - would effectively fix her accidental use of those powers. It wouldn't remove it, she would still be able to press other canines into action - but it would need to be a concerted effort on her part. As part of her training, she was also instructed to ask first, rather than just wandering through an area and latching on to whatever dog was around.
But she'd always be the most popular kid at the dog park!
