Yes, he was related to 'the' James Rapier*, an early racial equality and rights advocate as well as Congressman. Vance was as proud of his heritage as anyone could be, particularly knowing that in his blood was bravery and strength to overcome great odds. Also in his line were politics... and mutations! By the time many versions of Earth had been invaded by aliens or monsters, his own had been deeply invested in exploiting their affinity for strength and chill. As a child, Vance loved cool days and chilly nights, and could take the hottest edge off a midsummer day's pool party. He learned control very quickly, unwilling to hurt his friends or pets in the process of mastering ice production, how to keep his cold to himself, and not let it bleed out or frostbite other kids on the playground.
