Powers

Genrehopping - the character can move from one dimension or universe into another, even fictional universes; this might be how he wound up at Carramba, but with their system of available dimensional instructors, he's either moving back and forth beween Paragon and Carramba, or doesn't really think they're even different

Connections - everywhere they go they know someone who can do something for them - no it's not just a silly pun, he is able to just pick up a conversation with a random person and it kicks off a decent enough friendship or allyship that he can rely on them in the future

Electrical / Metallic Powers - he has the ability to manipulate himself and metals (mainly copper) to produce and be immune to electricity. These abilities include:

Zap - he can fire zappy bolts out of his fingers and from metal to metal even very small (such as zippers or jeans buttons); causes Bonk, blindness, or stuns the victim briefly, and if used on metal-based or computer/powered creatures can be quite destructive and will certainly erase computer disks

Defensive Adaptation - is able to adapt their body to harsh conditions (fire, drowning, etc) and survive it. He can manipulate his own cells and molecules. Particularly he is never affected negatively by electricity, in fact he can store up power if he encounters batteries or power sources

Electrical Transportation - he can turn into basically electricity and zap from one location to another within about a 2 mile radius, as long as there are metal items or power lines to jump along. He does bring with him a smell of ozone and occasionally crackles with power on arrival, so don't shake his hand if he just arrives like this!

Duplication - mimic another object for a certain amount of time; this power is new to him, he somehow found himself in the shape of an actual circuit board! It only lasted a few minutes, but now that he knows he can try doing it, he's experimenting with different shapes and substances. They turn out to be mostly metal, or with components that he could manipulate with his other powers

Electricity In All Forms +4 he is absolutely a mastermind with electrical sources, and not just with his elemental powers. He is great with technology and is carefully able to avoid damaging computers and equipment but sometimes it's unavoidable

Heroics +3 having been raised in a City of Heroes, it's a no-brainer that he is adept at rooting out crimes, following leads, mapping out rooftops to leap across, and filing paperwork, but also presenting himself as a good guy to sign autographs and pose with fans

Electronics and Tech +3 Coding and repair of computers, radios, anything that gets plugged in, he wants to dig into it and find out how it works and why it's not working now

Dragon

Name: Pavernith
Gender: Male
Size/Shoulder/Length: large! 20' s
Colors: bronze body with extremely shiny reflectivity, marked with two shades of turquoise in a diamondback and tiger-striped pattern combo; wingsails quite transparent turquoise; claws metallic aquamarine, crest and tail spade/spikes darker turquoise; eyes blue
Features: SCD mutt, Pernese, Wyld mix, semi-bipedal with strong hind limbs and thumbs on forepaws, two large leather wings with 3 visible fingers and short webbed wrist thumb all with claws; head is very stereotypically 'draconic' with a high forehead and short upright crest webs on upper neck, body is unadorned, end of tail has four spikes and a spade
Powers: Winged Flight - strong in the air but not for very much time, given the transparency of those wingsails they aren't as fragile as they look but neither are they suited to very long flights. He prefers calm air but can be quite impressive with quickly whipping winds so long as he keeps his directions straight and doesn't allow objects to smack into his wings
Teleportation - lightning fast, and easily able to reach locations up to 10 miles away as long as he has been there before, he can pick up a school bus and blip to safety with it, or an enemy and yeet them into the atmosphere with a clever swap of direction
Telepathy and Verbal Speech - he has a molten smooth voice, surprisingly accented in the way that his rider's is: with a faint overtone of Spanish to add an exotic sound to his words; he knows a lot of words, too, he's no brute and enjoys listening in on his rider's classes; can communicate up to 15 miles with other telepathic creatures including humanoids or dragons alike, as well as being able to sense the thoughts of electrically-based entities that are sentient, but that requires him to be within about 100 meters (there are quite a few such people on campus, he doesn't need a cybernetic jack to hear them, but would require a headset or some other device to project his thoughts to them)
Color-Dependent breath weapon - Bronze Fyre, a bronze hued flame that contains shards of metal, apparently condensing on an atomic level when the conditions are right. A number of the engineering and chemistry and physics professors on campus are very interested in seeing how this effect is achieved. So far he's volunteered for more passive observation, but he will definitely enjoy participating with gusto in a dragon-sized wind tunnel with atmospheric and pressure change capability. Maybe the metal shapes only when it's really dry or very moist, who even knows! Maybe it drains the salty air, or just outright is magic... We'll see!
