Powers Spoilsport - Dal can cancel powers that are in use around her, at up to 10 meters in a sphere. This works on one person at a time, but can be done several times in a row before she's unable to continue. The powers that she can quash in this manner must be external or affective: she cannot 'stop' body-based things like night vision or inherent speed, but she can prevent a magician's spell from working correctly, stop a web-slinger's sticky web from landing, or even stop telepathy from connecting mind to mind. The effect of this lasts up to half an hour, depending on the experience and strength of will of the person whose power is being interrupted. Those who have a very strong will power might try to evade or overcome it (Smarts vs Smarts) but even those who do succeed will still be at -3 penalties for that duration
Power Transfer - In addition, Dal can actively use one or more of those powers that have been dampened, unlike Gar she does 'siphon' them for her own use if need be. Her version of this does not allow her to easily understand or instantly use them correctly, but once she's used a power she doesn't tend to forget what it does. The effects last half an hour regardless of the resistance of the person she's swiped it from, and oddly enough she doesn't tire out in the same way as the original user (this does cause some frustration from those people, using their power better or for longer periods? rude?)
Insta-Skill - Intellectually she's a whiz and can put her mind to solving problems that don't involve physical precision or experience. She does like to concentrate on maths and sciences, and enjoys word or number puzzles. She can tackle philosophy or social engineering issues, but if you put an electronics project in front of her she'll still have to practice her circuit-making moves to finish what her mind can't assemble alone. This ability is effectively always-on, and acts as a form of photographic memory, but it can only be actively applied to one subject or issue at a time, and requires about 3 hours of 'down time' between being purposefully used
Clusters Cools Your Jets +4 She's not a party pooper, but if you keep throwing those fireballs around you are gonna have to sit it out... Dal is very good at assessing a room full of super powered people and deciding who to take powers from or nullify and in what order they pose a threat. If she gets a glare on her face that's a good sign that you should choose to stop using that power before she has to do it for you...
Skills Thinks Circles Around Professors +3 While Dal isn't the most-brilliant-ever attending Carramba, she often thinks outside the box and has a way of bringing up things that teachers or others have forgotten, in order to use it as a debate point or to prove something. She doesn't do this in an argumentative manner, she does have an amount of tact
Mechanical Aptitude +3 Where her mental prowess peters out, she does have a marked skill with electronics, machinery, vehicles, and tools for all of those. Though she isn't often strong enough to lift heavy machinery or utilize the big tools needed, she can definitely work on engineering feats and repair jobs as a supervisor and designer, and easily assesses the damage done to a location or item during combat or an accident
Excellent Aim +3 From rubber bands to Super High Energy Pellets, anything that can be shot, fired, or otherwise launched into motion (dominoes, wrecking balls, billiard balls, surface to air missiles) Dal is downright pro at making them land where they're meant to. This also can be applied to not hitting friendlies in heavy combat, hostage situations, or food fights. Even if she cannot lift and aim a large weapon herself, if she's there to guide the person doing so it will still benefit from her level of skill
Knacks Happy To Assist +3 Dal is not a leader, she likes taking orders and helping a group succeed. Though she can certainly pick up that role, she prefers to work within a known set of rules and in a new situation sometimes has to pause and think a while to match up what she does know to aid. That said, any team or group project greatly benefits from her expertise, and she can help an elected- or required leader to herd kids into doing the project correctly

Dal makes a terrific right-hand-clone to Gar's leadership. Between them they absolutely can guide virtually any project or team to victory. She's no pushover, though, even if she's not the leader Dal is not going to take orders from just anyone and decides who that person will be before a word is said. She won't let her own questioning nature interrupt a good plan, or a plan that isn't great but she wants to prove a point with it... Dal does allow people to make their own mistakes, as long as they're not bringing anyone else down. But in the end she will never abandon someone or a project when she knows they can succeed or at least survive.
