Name: Dr. Emanuel Day "Doctor Dayglow"

Gender: Male, he/him, ghoul but intact I swear!

Age/DOB: pre-war ghoulified, so over 200 / 2048 so he was around 29 years old when the war ended/began

Origin: Vault Earth / San Diego aka 'Dayglow' in the ghoul city of the same name (Note that obviously no one who worked on fallout 1 or 2 had ever seen this area, as 'The Glow' is so far from San Diego proper that it wouldn't be feasable to do scrapping runs to and from Dayglow and it on foot, as well as the entire area being filled with real world military presence would have rendered it all completely vacant long before then. So this version of Vault Earth in the Rookery definitely includes Dayglow being settled and named long before it would in the games and would not have relied in any way on northerners coming 600 miles south to 'settle' there)

Family: His sister is also a ghoul and also still alive, residing in Dayglow; their parents did not survive the blasts, but her son is a ghoul as well though his whereabouts are unknown

Other: Emanuel did not have children before the bombs, but it's highly likely that with his chemistry and genetics he is capable of siring normal human children as well as ghoul offspring if the individual has those genetic tags

Height: 5'10" Build: somewhat withered but wiry muscles

Hair: still has a full head of hair, though it's grey now it actually went grey before he was 25, his sister's as well is a brilliant platinum blond with emphasis on platinum; silky but takes style well, as shown kept short and professional

Eyes: currently glowing green with blackened sclera, they had been 'just' green though nowhere near as bright as any of his current coloration

Appearance: though currently he is a ghoul with the greenish skin tone common among some groups, he is also a Glowing One, his skeleton and some parts of his skin glow very brightly rad-green as shown. He started life with leathery tan skintone but as a beach bum it was often slightly pinkish red with a burn, however some people do remember him 'glowing' on the beach, as a child: he's always been a ghoul in the making. His face has an interesting mix of normal and glowing skin markings, quite like a Dio De Los Muertos paint job, but it's definitely 'his skin'. Even so, he's friendly and has perfect teeth (which I meant to show in a grin but whoops) that are slightly given to glow but in a white shade rather than green like his bones. He was a handsome man, and still is, with a charming swagger and an enjoyably laid-back attitude. This shows in his choice of t-shirt, cargo shorts, and lab coat along with flip-flops as his only footwear. Even if he's got a syringe the size of Manhattan you won't be ill at ease with him as your physician. His voice is a little croaky but that's to be expected from a ghoulified voice box. He does give off a distinct scent, but it's not what you think: it's 'the beach' oddly enough, salt and a little bit of seaweed but fresh rather than rotted. Emanuel also glows in the dark, brightly so, so you won't have him sneaking up on you any time. His radioactive presence is muted somehow, possibly by the chems he constantly whips up and pops or injects into himself

Icarus Processing: none, he was Ghoulified however so there's a lot more going on in his genetics than just human. Since he has demonstrated fertility, it's highly likely that Melissa and whoever else is on hand in MoCon are going to try finding equally fertile female ghouls, or just 'folks interested in him', and seeing what comes of it.

Genetic Abilities: He has maintained an incredibly healthy personage even after 200 years, showing no signs of becoming feral, and in fact no rot nor missing bits other than his nose, the distinctive glow, and his eyes going dark So as a Ghoul goes he is top-tier for sure. As a ghoul normally he'd be able to survive extreme radiation and he can do this even better since he's not going feral from it. He can produce radiation himself, kept in check as above using chems and whatever other methods, though he does still leave a bit of residual rads ticking wherever he remains longer than a few hours. Don't sleep in his bed... Though it's difficult for him to do, he can 'siphon' radiation from an area about the size of a typical exam room, keeping it inside his own body. This rids the clinic of any untoward lingering rads, but it's something he doesn't do until there's enough to make the passing-out-from-it effort worth while. As a Glowing One, he can also sense and command nearby feral ghouls, and to a degree actually normal ghouls if they're not paying attention. This comes only in the form of 'scatter' or 'come here and relax', he can sway a pack of ferals away from attacking friendly visitors, and even 'train' them to accept the presence of specific repeat visiting folks. Also he can emit a very strong burst of radiation capable of staggering normal people or smaller animals, leaving lingering rad sickness or radiation burns in the process, but he stays very far away from doing that if he possibly can. He also has an extreme tolerance for chems, never becoming addicted to any of them, and willing to test them out on 'his unique ghoul biology' when there are new combinations to be had. Most chems or alcohol work only for a short time, but he's got specific brews that allow him to enjoy and ride a long high on his down time.

SPECIAL:
Strength: 5, he never skipped a day surfing if he could possibly go, even long after the bombs... a good healthy body with walking legs and arms fit for carrying patients a long way
Perception: 5, his eyes are best at nearby distances, and his skin does have a bit less sensation than it used to, but he's no slouch for spotting things
Endurance: 10, well above most normal humans and even more than most ghouls, whether this is aided by being a ghoul or not, he's never slowed down
Charisma: 7, always been charming, always been a looker, and even though he's glowing and green he maintains his charms even now
Intelligence: 6, he passed medical school, as a general physician, so he's hardly average in that regard, but he does concentrate his efforts on medicine and not much else
Agility: 6, good at surfing, good at finding that pesky rolling vein for a blood draw, and able to cheat at dice every once in a while
Luck: 3, he was caught in a partially covered area when the bombs fell, and he has lost things on numerous occasions; also people tend to react poorly until they know he is not feral nor abusive

Skills or Profession: A general practitioner down in Diego for about 3 years before the bombs fell, he continued to practice medicine even as he turned green and glowy like most of the living population. He has a very good grasp on physiology and anatomy, both ghoul and human, or even supermutant, nightkin, whatever... if it was human at some point in its genetic line, he knows where the organs are supposed to be. Also he is incredibly good at chemistry, mainly for medical and pharmacology purposes, but recreational stuff is good too. He does know that the Followers aren't that hot on him testing so many drugs, but he also is willing to work on patients who are more radioactive than most
Personality: So laid back! He makes for a genial host at any party, and often the party comes with him. Knowledgeable and experienced with the rigors of life in the post-apocalypse, he puts patients at ease and gets them ready for their exit back into said life after a stay in the clinic with a smile. It's not fake either, he is genuine and enjoyable, and respects people's wishes if they want a 'regular person' or 'someone who isn't barefoot' ... fine fine heh that's okay. As he can control ferals, he knows that they're long since gone from being human, but he does feel some amount of pity - he won't kill one, but he won't stop someone from doing so if they're defending themselves from a feral attack.

Events or History: Brought up in what should have been a terrific place to have a practice and graduated with honors from UCSD (or what passes for it in Vault!Earth) he was looking forward to having a life as a family doctor. Maybe even having a family! He had always lived near the coast, and in fact near the campus on which he studied medicine! With excellent surf and a smart and balanced family to back him up, Emanuel enjoyed going to the beach nearly every day before classes from junior high through his medical degree's graduation day. But as time passed and tensions grew with international politics, it became more obvious that not only would he be needed as a physician for scared victims of bombing and social unrest, he would have to figure out how to dodge the shit in the water if he wanted to surf.

There came a day though, when he couldn't, and that was October 23rd 2077. He knew that his family was still back on their cousin's farm a good 20 minutes away, and he also knew that there were several Vaults - not just Vault-Tec's - here in San Diego. He almost made it entirely into one, his sister had beckoned from its closing massive gear door, but he still survived the heat and radiation in the sheltered area dug out as a path to that vault. Eventually as many things Vault-Tec did became apparent, the people remaining alive both inside and outside of that Vault communicated - it was 'safe' if you were a ghoul, and there were a disproportionate number of ghouls on both sides of that vault door.

He found his sister among them, like him turning a shade of slightly-glowing green. They also found remnants of feralism among the early ghoul population, isloated into a cell or two, and eventually put down. But there were still people who needed help fixing their broken arm, their kid won't stop crying let's make sure their intestines are okay, and at some point people just sort of realized that this was their normal now.

It was two generations later, when Dayglow actively became a 'recognized' city state, the rare scrappers from the Necropolis having been attracted to that huge nuclear site they just called 'The' Glow, bringing back news from more northern areas to trade with or avoid. And still, Doctor Day and his sister continued their practice - he with family and internal medicine and pharmacology, and she with more specialized work with sports injuries and therapy, all of which were now found regularly among people just trying to survive day to day.

As time went on, Emanuel decided it was time to take a bit of a break. He bid his sister what he called a temporary farewell - sure that they would meet again. He started walking northeast, up the 15. Past that very strong glow, he'd only ever heard people talking about it. Finally up into the hills, into the desert. And at last, to the New Vegas area. That was around 20 years ago, he's had a lot of time to become familiar with the people and ailments of this more harsh climate. He keeps himself clean and tidy, doesn't allow spare bones or trash right in their clinic! No sir!

He still experiments with wild concoctions - able to withstand not only expected results trying to get high, but the unexpected ones like 'will this make his heart stop oh- oops yes but that won't last thankfully'. He doesn't do those experiments in the clinic, rather he has his own small lab and dorm nearby, not far from the Followers clinic where he works.

He'd been hearing about these things for a while, good couple years, but he was almost always inside when they showed up or flew overhead. Until that one day that Orlan came home - with a dragon. Not a small one, either. Then those weird people from another dimension showed up with a bunch more, the dragon hardly distinguished from the rider in one case. While Emanuel is still waiting to see whether there's a dragon 'right' for him, there sure is something else. Came along with Orlan too, popped right up at the clinic counter.

"Not on the counter," Dr. Day said, more formally, "gotta clean up those feet first," he looked down to the floor, which wasn't exactly spotless, but this brightly furry and feathered Terigon had definitely been dragging his feet through the dust outside!

"Sorry! I'll clean it!" That little voice was adorable, enchanting even, and so Emanuel passed him a rag. First scrubbing his furry paws and getting between the toes, checking them again, and then reaching upwards to get the track he'd left on the front of the counter.

"Well aren't you just the perfect match," Emanuel announced once those paws were clean enough and there was a paper spread out just in case. Not in case of 'accidents', this little guy had just spoken! Yellow fur with markings that looked like Emanuel's own glowing skeleton? An adorable face that bore no small resemblance to a sugar skull? Yellow tipped white feathers that could draw attention and distract a kid while they were getting their vaccinations - perfect. Uerainoush might have been a mouthful for some of those kids to say, so they settled with a nickname while he was in the clinic, Uriah.

Very popular among the kids, which sort of made Emanuel pine for his own family some day...

Teleportation local and Nexus, if he spots anything happening reasonably close, he'll pop back to the clinic or just outside, and call for attention. He can't teleport more than perhaps a very small child or a basket for carrying supplies, but he is definitely good at navigating with those things either carefully clutched between his forepaws or slung over his fluffy neck. He has a very good mental map of the area, and can teleport all across the Vegas populated area without tiring. On the other hand he would prefer to remain on-site rather than try to fumble around the Nexus, he can but is kind of afraid to
Verbal Speech and Telepathy, polite, proper, with a high-pitched voice as well as mind that is clear as a little bell. He can communicate with any sentient mind at distances up to 20 miles, but prefers to keep it both closer and more intimate with his friends, or those people who need him to call for help
