Other: She definitely takes after Bella in her overall form

Height: 5'5" at most, and that's only because she sort of floats...

Weight: pfff. She is 'willowy' to an extreme, though she is not delicate nor particularly weak because of it; lightened weight thanks to the Icarus-Plasmid treatments

Hair: very dark brown, nearly black but appears coppery in sunlight, full and thick, kept short but grows very quickly, often covers eyes

Eyes: ice blue, shiny and highly reflective, and very large with heavy natural lashes

Appearance: golden tan skin that seems to sparkle a bit, if she ever actually got sun (well she does go to the Aerie sometimes...) it grows quite glittery; delicate features and long in legs, fingers, neck, just all very slender; loves wearing her namesake colors, and hardly ever is seen with shoes, gently hovering is her 'thing' and she always looks like she may be floating in water

Icarus Processing: yes, while being spliced, using the Plasmid-Icarus mixture boosted many aspects of her physical presence as well as Vortal powers; her weight is negligble but she's still rather strong and has never broken a bone nor overstressed her joints; she is very flexible and seems to be able to fit into places that only the Little Sisters normally would, and is remarkably precise in her motion. She has an impressive sense of touch, hearing, and vibration sense that tend to be accented with the water around her; she can withstand temperature extremes though she wouldn't be too happy about being in the desert or out on the ice with the Borealis

Genetic Abilities: As all of the ELLs now, she is able to sense and communicate with her sisters at up to 10 miles with ease, and intimately conveys information with just a glance or a touch if in proximity; she can sense and be easily communicated to by other telepaths but doesn't have the ability to send her own thoughts out. She is decent with Vortal Auras, though some of that may be due to her ability to sense vibrations in a way. Her main manipulative ability however is with telekinesis, and like 'gramma bella' it is at a phenominal level of force. She focuses this on liquids, and that can include water, toxic goop, room-temperature mercury, blood, anything that's not completely static in its form seems to be open game to her. Even molten metals, if its state is 'liquid' it's hers to command. She can separate elements out if they're in a mixture, even as far as releasing 'gas' out of liquid water by separating their atoms - though only the very basic forms of molecules are 'easy' for her. She also is able to condense toxins and anything 'other than' reasonably clean, pure water out of a large volume (up to 500 gallons at a time) within moments, at proximity or touch. Silverbell can sense through water at distances up to 200 meters, and the granularity of this sense is impressive even at longer distances. She needs very little water to sense through, though contiguous amounts of it are easier to use, she can just 'spot a puddle' or 'follow a drip' and get a kind of sonar impression of the area within 10 meters of that spot. Shaping liquid and sensing through it means she can open key-based locks by forcing a small amount of water into it and 'making a key', or just drip a vial of water through a grate, use the toilet or sink, virtually any standing water can become eyes and ears for her. Telekinetically lifting herself, she's actually manipulating her own cells... She can do this to plants, people, animals, amoebas, whatever... It's not painful exactly, but she can definitely make it painful... Oh yeah, she can also just breathe water, and has no ill effects even at the bottom of the sea, so yes she is in fact swimming around outside with nothing to protect her from those elements... She's a little cold but aside from that doesn't suffer at all from it
Skills or Profession: Residing miles below the surface under an ocean means people can be in true danger of extinction, so she's been trained to spot weaknesses in the structures, between pipes and walls, anywhere the water might have gotten in and caused rust or rot, and knows how to fix pumps, valves, and other such devices in Rapture in addition to her other more power-based duties. Those duties include making sure that the water coming in to the facility for consumption or use in crops is purified and clean. And though she doesn't seem like she's 'suited' to it, she runs the sanitation department now... Keeping everything from smelling up the place, all the plumbing in the entire facility gets patrolled as she strolls through or around it, and if there's something she cannot fix, like a broken pipe or actual damage to the facility she knows how to contact the right folks to fix those. You can thank her for the purity of the drinking water, oh and also the piles of salt and trace elements in use for other things that are distilled out of the surrounding ocean
Personality: not shy, but picky about the people she hangs out with. She does enjoy observing groups rather than participating in large activities, but when she does she is often the center of attention almost entirely because she's just so graceful. But she definitely needs to decompress after a big gathering, and sometimes does so by going outside and swimming with the dragons and whales...
Events or History: created with the other B-ELLs, it was clear from the very start that she would be best off remaining in the Rapture facility. Most of the other places around the Rookery are kept up by quite a few folks, but rarely would an entire population be endangered if one portion of their defenses fell. Here, while there are safety features and airlocks, if the domes or any of the connecting areas were to fall again, it would certainly cause a cascading disaster that might destroy everything they've been working toward. Silverbell is not super-duper serious all the time, but if something is threatening Rapture or its people, she will not rest until it's fixed or prevented.

Size/Shoulder/Length: LONG noodle, 9' s / 150' l / 30' ws || 6' at head humanoid
Colors: Blue-Green, body fur and feathers on wing shoulders a rich royal blue; belly armor emerald green; gems, horns, mid feathers, tail including fringe, and eyes gem toned lime; mane, face floof, flight feathers shiny gold-orange
Features: as shown, noodle, 4 legs with 3 clawed toes and fluffy ankles/elbows, 2 feathered wings, boxy long head with long mustache and sideburns, mane on upper neck, long external ears, high split curved gem horns, gems on face; gems along entire back (can sprout); tail gel with long long furry-gel tip
Powers: ^=Avengaean Functional Magic, covering a variety of Telekinetic needs including Flight; Ontalilizi is extremely good at moving through areas without touching anything, simply by virtue of being so narrow that when she flies, it's not even with the use of flapping most of the time. In the flight dome, sure. Above the surface of the ocean, yeah. But down here in Rapture, she just sways with the existing tide even though she's not typically found outside the air-filled chambers of the city. She uses the telekinetic portion of this ability to clean any grime or gunk off of her fur and feathers, but also with a little exertion can clean the insides of pipes, wash windows until they're crystal clear, and even act as a sort of draconic car wash... this is when combined with her Water Magic!
*=Psionics, comprising several mental abilities but also including the power to Teleport, which she does mainly to get up to the surface without all that fussing around swimming up for like a mile and a half. It's cold out there!
Telepathy* and Verbal Speech, surprisingly chipper and cheerful in her mannerisms, both her mind and voice are in a word, "fun" to hear. She can seemingly sing like raindrops falling on different surfaces, and be heard seemingly from everywhere at once as long as there is air between her and the ears to hear it - even if that means through several long pneumatic tubes
Shapeshifting (Asandus-Human Spectrum), as above, the colors and a bit of fur, feathers, and other... nonhuman parts remain but Ontalilizi has mastered walking upright on two feet, though like her bond she has hardly ever actually stood on the floor, preferring to float as she would at ten times her size. She spends a generous portion of her time in this form, but sleeps as a dragon, and is more than likely going to shift back to her noodle form if things need to be transported - why heft things with these wimpy little arms?
Water Magic, an absolute master of the liquids also similar to her bond, between the two of them there is no shortage of fresh water for cooking, cleaning, bathing in, and having water fights that don't wind up stinging your eyes or causing an infection later. She's able to move about in the ocean freely, she just doesn't particularly care for how dark it is
Body-Heat Control, though weak in this regard, she doesn't suffer from the chill in the depths but certainly prefers to be in a nice room instead
Focus, Niteshan Hibernation, Photosynthesis, Seedling Reproduction; these are all present and accounted for but not in any way concentrated upon. If she comes across another Niteshan ... there might be spores later, maybe, but she's not looking into that just yet, she just got here! Besides, the Checkerboard dragons are still lingering in that big hatching area they set up, she isn't sure that she'd be welcome to drop a bunch of gem-toned gelcaps around it...
