Magic? How Powerful? Thought Sending 7/10 a good range particularly in Elf form, and can ping another telepathic mind (dragon, elf) within 10 miles
Magic Feeling 2/10 Noel's human magic is different from elfin but they can still sense it to a degree
Mental Suggestion 9/10 this power is of use when meeting new Humans because when you can be one that's good, but if you can then convince them that it's absolutely cool to also be an elf or that there are dragons? A sort of forced-reset on mood usually causes a sentient mind to rethink their anger or fear, Noel doesn't typically use this power on elves unless they are very, very against humans
Shapeshifting - dragon male / human male (mage) / elfin female 10/10 all very quick, in fact instant changes between. Once they have clothing assembled their bipedal forms will have whatever they last were in. They can hold any of these shapes indefinitely. The two male forms may sire with whatever is a suitable type, and the female elf must have an elf male partner and she will have to remain in this shape for the full 2 years to bring the child to term. It's not really known whether she requires a Recognition, since Noel doesn't have a 'soul name' rather someone who might discover 'the deep dark truth' about their male human mage form might do it...
Concealment 6/10 requires at least misty or foggy type air, or an appropriately simple area surrounding, and generally this is done while in dragon form but can be used by the male human. Since it was likely part of their spell magic, they can concentrate and work it while moving, but also is best while standing still
Ice Magic Suite 10/10 - this includes a variety of extremely strong forms of ice creation, sensing and sensing through it, creating storms, and localized shaping of existing or magically-created ice. It's notable that Noel's power to shape it is (improbably) enhanced by the ice being created or shaped by an elf before he gets to it. Overall most of the time if it's a very warm or dry time of year, it's more difficult to do, but Noel can still push out a nice cool front and make all the ice cubes you'd ever want...
Climate/Locations Preferred: Winter, and cold areas! Loves the snow, loves being up where the air is crisp, but also adores being able to slide over icy waterways, and fly into blizzards
General Likes: being accepted and having friends; throwing snowballs
General Dislikes: getting Those looks from people who don't care for either shapeshifters or humans, even as an elf
Fears/Worries: that some of those people giving those looks might have stronger sway in the tribe. It's very unlikely that Noel would ever be turned out of the place, though, because they are still a dragon

Humans: well ... like, the ones on Abode are a bit tougher and meaner but maybe that is because they don't have access to true magic like he did? Noel tries very hard in all forms to accommodate humanity and urges others to do so too, because let's face it, they are the dominant life form here
Elves -- herders: hm, well he remembers the days of visiting a ranch?
Elves -- magic users: glad they are more like him, but ... y'know, nothing is 'like' him
Elves -- bond-riders: it's entirely possible that some day Noel might have a rider? Or perhaps another dragon to pair up with as an elf human?
Trolls, etc: these are certainly different from anyone he knew. The ones living here in Bald Mountain are just fine, but he's heard stories
